Umm, here's a better idea, donut shop owner: sue her yourself. Because of her actions, you've had your rating lowered by the health department, you've gotten tons of bad publicity, and to her ‘it's a learning experience.’ To you, it is your income and livelihood, sue her for the damages to your reputation and your shop's reputation.
