Why wait until August 19th? Order them to appear early next week.
Order them to appear and then order the US Marshals to place them under arrest for contempt of court and make sure you put them in with the general and mostly illegal prison population.

As they squeal "We didn't know" and "We were only doing what we were told", calmly inform them that those pleas drew little sympathy during the Nuremberg trials. I am certain that critical personnel could be on sick leave and paperwork could be lost as lawyers search for their incarcerated federal comrades?
Johnson as a minimum will not appear. The others probably won’t either. There will be a blizzard of legal paperwork submitted to the court by DOJ, but the principals will not get themselves within the reach of the Judge IMHO.
