You raise a very interesting point. And I actually thought about the West Virginia situation when typing my original post.

But there is a crucial difference between WVA and a big city such as Baltimore. WVA is mainly rural. You have maybe one or two problem children per mile. Big cities, on the other hand, might have dozens of problem children per block. They have reached a critical mass.

And here's something else to consider. How often do you hear of a poor rural black kid assaulting someone? Sure, it happens. but it's rare.
