No, he’s not talking about that. He’s warming up for his Communion for the divorced and remarried (without an annulment, in other words, to judge that the marriage never fully existed).
A civil divorce is a civil act done for legal reasons. However, that doesn’t mean that the marriage was not valid or that the civil act supplants the religious covenant.
And yet he is implying that the two are the same, and this is obviously the approach that Kasper and his crowd are working towards. Make Church law and civil law one and the same. If the state says divorce is okay , polygamy is ok, gay “marriage” is ok, then the Church is simply a rubber stamp.
