South Carolina state Rep. Norman “Doug” Brannon (R) said Friday night he plans on introducing a bill to remove the Confederate flag near his state’s capitol building.

The legislation was inspired by Wednesday evening’s mass shooting that claimed nine lives at historic black church in Charleston, S.C., he said.

“I’m not a politician tonight,” Brannon told host Chris Hayes on MSNBC’s “All In” on Friday evening.

“But I do have access, and I will introduce that bill in December,” he said of the proposed change in state law. “I will pre-file that bill in December when we go back into session.”

There was nothing keeping them from declaring it in 1861 in the States the North controlled.

Nothing except the Constitution.

Then only in those areas of the United States in active rebellion against the United States. It did not apply in 4 states and the District of Columbia. Nor did it apply in large areas controlled by the Union Army such as Northern Tennessee or New Orleans LA, or Tidewater Virginia.

He did not free the slaves in the 4 slave states that remained in the Union because he did not have the Constitutional authority to do so. The Dred Scott Decision of 1857 specifically stated that the Federal Government could not interfere with the institution of slaver in any state where it was legal. Lincoln spent a considerable amount of time trying to get Missouri, Kentucky, Maryland and Delaware to abolish slavery but he had no authority to order that action.

You are providing facts to those with an average IQ of 76 in the city. Half of them will have a lower IQ than that. 1619? 1863? huh?

If they truly wanted to honor him

The goal is to destroy, not to honor or build.

Not impulse, just cold hard reasoning and calculated action to kill the Confederacy.

I guess I should have smelled this one coming when Haley agreed to take it off of the Capitol dome.
