CIA releases memo showing agency blamed Bill Clinton for bankrupting war on terror ahead of 9/11

The Clinton administration had bankrupted the intelligence community and refused to let the CIA prioritize anti-terrorism over other major priorities in the late 1990s, leaving the agency stretched too thin in the days ahead of the 2001 terrorist attacks, former Director George J. Tenet said in a 2005 document declassified Friday.

Mr. Tenet, who was head of the agency at the time of the Sept. 11 attacks and has taken severe criticism for not anticipating and heading them off, said in the document that he took the threat of Osama bin Laden very seriously, and put major effort into trying to penetrate al Qaeda, beginning as far back as 1998.

In one revelation, Mr. Tenet says those efforts averted off an earlier “major attack” planned by al Qaeda for some time in 1999 or 2000. The document gives no other details.

The document was a response to an inspector general’s draft report that had accused Mr. Tenet of failing to give al Qaeda enough attention in the months leading up to the Sept. 11 attacks. But Mr. Tenet said he did take steps, amid all the other work CIA was also required to do.

It's also well documented that Clinton Era policies were also to blame for the 2008 financial meltdown the left still blames on Bush. Clinton instituted the CRA (Community Redevelopment Act) that Carter came up with but lost to Reagan. It forced banks and S&L's to make risky loans or they would not get approval to expand there business. He also told FHLMC, FNMA, FHA. to lower standards on real estate loans. For 100% loans you had to be in business, show assets and proof of income and have a FICO score of 720. Clinton and the democrats lowered the FICO score to 620, did not have to show proof of income, and assets. Then the democrats told FHLMC, FNMA to package the loans and have Wall Street sell them as securities and with government backing. This is what happens when you have career politicians who does not protect the citizens of this country and they should not be in any business that can be run by the private sector.

The Sudan offered to hand Osama bin Laden over to the US and Clinton turned down the offer. He is on tape admitting it. The Bush administration was too high-minded to make political hay out of that.

Just prior to 911 in 2001 there was a lengthy period of LMSM saturation of the ENRON scandal that they tried to link to GWB. Prior to that was the 2000 election results distraction.

I'm not sure how much GWB could have done to prevent 911, but he was pretty distracted at the time.
