Military spouses could be able to purchase a handgun in any state without first becoming a resident if recently proposed legislation is passed into law. Under current federal law, active duty service members can purchase handguns in any state without proving they are state residents. But that law does not extend to their spouses, who must first establish state residency before making a firearm purchase.
The legislation, offered by Rep. Scott Rigell, R-Va., would change that. His proposed rules would put active duty service members and their spouses on equal footing when purchasing a firearm. Rigell drafted the legislation in response to Islamic State in Iraq and Syria (ISIS) threats targeted at military spouses and family members

Wouldn’t it make more sense to repeal GCA 68 and honor the Second Amendment? But, then both the Dems and Pubbies would have lost another issue on which to demagog and/or legislate.
a) not being able to buy a handgun in a state you are not a resident in is already an INFRINGEMENT of the right to keep and bear arms, and as such, the whole of the Gun Control Act of 1968 (GCA '68) on which it stands is prima facie unconstitutional;
b) if we are going to have all these exceptions to the GCA '68, why not just repeal the whole abomination anyway?
And finally c) Obama will never sign anything 'weakening' (his view not mine) the GCA '68.
