GOP lawmakers ask IRS to review Clinton Foundation's tax-exempt status

CONG MARSHA BLACKBURN LEADS CHARGE: "What prompted me to do it was constituents last week who were coming in to meetings or going to civic organizations, and people were saying, 'How in the world could they have done this?'" Cong Blackburn told the Washington Examiner.

The Tennessee Republican sought the support of her House colleagues Tuesday by circulating a draft letter to IRS Commissioner John Koskinen in which she raised concerns about media stories that "have revealed that the Foundation failed to report millions of dollars in grants from foreign governments that it accepted while Hillary Clinton was Secretary of State and that it facilitated private business transactions between foreign entities." Blackburn said the letter had picked up about 20 co-signers by Thursday afternoon.

She said the problems with the Clinton Foundation boil down to a lack of transparency, the appearance of impropriety and the conflicts of interest that may have arisen from the charity's dealings with foreign entities while Hillary Clinton was secretary of state.

"I would look at the letter as just basic fact-finding," Blackburn said. "This is somebody who is standing before the American people saying, 'I want to be the president of the United States.'"

The letter, a copy of which was obtained by the Examiner, pointed to Bill Clinton's relationship with Canadian investor Frank Giustra as one of several major issues with the Clinton Foundation.

Giustra has donated more than $100 million to the foundation since 2005 and has shuttled Bill Clinton around the world during more than a dozen trips on his private jet.

"The nexus between the Foundation and Giustra's business ventures is unusual and raises a question as to whether Foundation activities were used as a pre-text to allow Giustra to gain access to foreign individuals or entities with a stake in his private business interests," the draft letter said.

"Proceeding under the cloak of philanthropy, the Foundation appears to have facilitated major private business transactions between foreign entities and also failed to report substantial foreign donations during Secretary Clinton's tenure at the State Department," the letter continued. "These actions have created an appearance of impropriety and go behind the Foundation's pledge to act primarily in furtherance of charitable causes for which it was granted tax-exempt status."

Blackburn's office said it planned to send the letter to the IRS early next week. Blackburn said the lawmakers will ask the IRS to respond "within a set period of time."

You know what would be a miracle? If a democrat ever initiated ethics questions about their own party. But no. The scum of the earth likes to wallow with other scum. That way when they’re all dirty, it’s business as usual. Just like a crime family, they would ‘never go against the family’.

The lawmakers' letter to the IRS pointed to Bill Clinton's relationship with a Canadian donor. Franks Giustra, a mining tycoon, looms large in the uranium deal which has Russian owning American uranium mines. Giustra has donated an astounding $100 million, or more, to the Clinton Foundation since 2005.

Canadian mining magnate Frank Giustra is one of the Clinton Foundation’s largest donors. Giustra's contributions go both directly to the foundation, and, to a Clinton-connected Canadian charity, which in turn sends money to the Clinton Foundation.

At $100 million, and more, Canadian mining magnate Frank Giustra is one of the Clinton Foundation’s largest donors. Giustra's Canadian Charity’s Revenue Dropped

A review of financial documents for the Clinton-Giustra Enterprise Partnership (Canada) shows the charity’s revenue dropped substantially in 2013, the year Hillary Clinton resigned as Secretary of State. For the first time since it was registered to accept donations in 2007, CGEP spent more on salaries and office supplies in 2013 than it did on charitable giving.

The NY Times revealed Wednesday that the Canadian charity collected about $33 million between 2008 and 2013 of which $25 million was passed across the border to the U.S. based Clinton Foundation. However there was a sharp drop in giving in 2013, the last year for which figures are currently available. The Canadian charity’s total revenue that year was just $308,067 compared to $2.2 million in 2012 and $4.8 million in 2011.

The total amount the charity passed on to the Clinton Foundation in 2013 was $314,437. That amount is a small fraction of the $4.7 million the Canadian charity delivered to the Clinton Foundation in 2012 or the $4.6 million it gave in 2011.

By comparison, the Canadian charity spent $322,759 on salaries for its four full-time employees in 2013, that’s about $8,000 more than its total charitable expenditures that year. The charity also spent $466,796 on office supplies in 2013 (roughly triple what it spent in any previous year).

The Clinton-Giustra Enterprise Partnership was registered as a Canadian charity in late 2007. As the NY Times reported yesterday, the charity acted as a bundler for the similarly named Clinton Giustra Sustainable Growth Initiative, which is one part of the Clinton Foundation.
