BALTIMORE (UPI) -- The American Civil Liberties Union is demanding answers about an apparent surveillance plane spotted for days hovering above where riots erupted in Baltimore, Md., over the death of Freddie Gray.
Benjamin Shayne, 39, saw what appeared to be a small Cessna plane hovering in low altitude in areas around West Baltimore where rioting occurred. He tweeted a question about it to his nearly 600 followers through his ScanBaltimore handle and one responded to him with information about the plane, including a screenshot of its flightpath.
Shayne's discovery helped unveil a secret campaign of surveillance involving at least two airplanes by city and federal authorities, including assistance from the Federal Bureau of Investigation, according to the Washington Post.
A government official familiar with the surveillance operations told the Washington Post on the condition of anonymity that the flights were areal support requested by Baltimore police from the FBI.
The planes used infrared technology to monitor people's movements in the streets of Baltimore...

Air planes cant hover. Their air prop points forward not down. They fly forward or in circular patterns.
If they wanted to hover and record the fun below the Phantom 2 hovercraft drone is the right tool, relatively cheap too.

Not the persecution of police officers, not the encouragement of rioters with the excuse “its only property”, not the swift indictment of the officers involved without the benefit of a grand jury, not for the immediate cover-up of complicity of the local officials with the Current Regime now squatting in the White Hut.

Sounds like Intelligence Support Activity modus operandi in Latin America. They were based out of Ft Belvoir. No idea what became of them, orif they are still around. Used small planes for complex sigint platforms. Just one more example of military tech morphing into civilian applications so the cash flow can keep rolling in to the contractors.

I would think that a clever defense activity might demand to see the data collected by that aircraft, including images or video obtained by sensing means aboard it.
I would also think that a clever defense attorney might also want to know certain information about who ordered the aircraft to go on its mission, which agency that person works (or worked) for, and for what purpose a federal observation aircraft was ordered into the sky over a US city that was in the throes of civil unrest.

The Cessna is, indeed, a very versatile small plane - but I am unaware of any model they ever produced which was capable of hovering.
