Government and company officials yesterday launched construction of Turkey's first nuclear power plant. The Russian-designed Akkuyu plant in Mersin, on the Mediterranean coast, is the first of three nuclear power plants the country plans to build to help boost its economy and reduce its dependence on fossil fuel imports.
Construction work is expected to begin on the first of Akkuyu's four 1200 MWe Gidropress-designed AES-2006 VVER pressurized water reactors this year or next. The plant is being financed by Russia according to a build-own-operate model, under an intergovernmental agreement signed by Turkey and Russia in 2010. The project is expected to be completed in 2020.
Turkish Energy Minister Taner Yıldız and Rosatom director general Sergey Kirienko laid the foundation stone for the construction of the plant in a ceremony to herald the start of the $22 billion project.
"[Economic] development cannot take place in a country without nuclear energy," Yıldız said at the ceremony, according to a statement issued by the Turkish government. If the Akkuyu plant had been built a decade ago, Turkey would have saved $14 billion in natural gas purchases and nuclear power would today cover 28% of the country's electricity demand, he added. The project will employ about 10,000 people.
The minister noted that nuclear power accounts for 11% of global electricity generation. It covers about 78% of power production in France, 19% in Russia and the USA, and 16% in Germany. The USA has 100 nuclear power reactors and is building another five, he said, while Russia has 34 reactors and is building nine more and China has 24 reactors and is building another 24. France has 58 reactors, he said, and although Germany has shut down eight of its 17 reactors, nine will continue to operate.
Yıldız said that Turkey's coastline is 8484 kilometres long and the plant is being constructed in a two-kilometre area. He stressed that Akkuyu is "not in an earthquake zone" and that the new plant will in any case be built to withstand earthquakes up to a magnitude of nine on the Richter scale. Kirienko added that modern reactor technology would have averted the Fukushima-Daiichi accident that occurred in Japan in 2011.
Turkish President Recep Tayyip Erdoğan last week approved parliament's ratification of an intergovernmental agreement with Japan to build the country's second nuclear power plant, at Sinop on Turkey's Black Sea coast. Ownership of the 4800 MWe plant will be split between a consortium of Japan's Mitsubishi and Itochu, and France's Areva and GDF Suez, with 65%, and Turkey's state-run power producer EUAS, with 35%. Areva and Mitsubishi will supply four Atmea 1 reactors. Construction of the plant is expected to start in 2017, once an environmental impact assessment (EIA) has been approved.
The Ministry of Environment and Urban Planning approved the EIA report for the Akkuyu project in December. JSC Akkuyu NPP, the Russian-owned company responsible for the project, submitted the report in July 2013.
JSC Akkuyu NPP announced yesterday that it had awarded Cengiz Insaat Sanayi ve Ticaret AS the turnkey contract to design and construct the offshore hydraulic engineering structures for the project. Other bidders in the tender for that contract were: a consortium of STFA-Makyol-Rönesans; Kolin Insaat Turizm Sanayii Ve Ticaret AS; and Ictas Insaat Sanayi Ve Ticaret AS.

Will the Kenyan attend the opening of this as he is attending the opening of the 100 million dollar mosque built with turkey’s money in Maryland. Money from a country that is listed at the top of America criticizing countries, and I would venture to guess America hating countries. Isn’t building a mosque in another country considered a little like a conquest to them?

Plant officials from the Tennessee Valley Authoritys (TVAs) Watts Bar nuclear facility said during a senior management meeting presentation that Unit 2currently under constructionis expected to reach commercial operations on Dec. 13, 2015. Assuming it does, the unit will be the first nuclear reactor added to the U.S. fleet since Watts Bar Unit 1 was brought online in May 1996.
The presentation was given as part of a public meeting in Athens, Tenn., on March 26 to review the projects status. Staff from the Nuclear Regulatory Commission (NRC) was also on hand to talk about their inspections and other activities taking place, and how the unit would be licensed if it meets all NRC requirements.
Bulk construction on the plant is complete and were in the final phase of completing construction on the remaining systems that are needed to be turned over so that we can perform the final testing on those systems, said Mike Skaggs, senior vice president for Watts Bar Operations & Construction.
A Storied History
Some would say: Its about time! Construction on the unit began in 1973. It was suspended in 1985 due to slower electricity demand growth, rising construction costs due to inflation and new regulatory requirements stemming from the accident at Three Mile Island in 1979, and regulatory concerns throughout the TVA nuclear fleet.
A study was conductedbeginning in 2006to evaluate energy needs, schedule, cost, environmental impacts, and financial risks for Unit 2. A decision was made to resume construction, which recommenced in 2008. Although the work has been drawn out, Skaggs suggested that it has been done safely and to very high-quality standards.

Is Turkey third world? No, it is not
FYI...... I had a large sub contract for the construction of Watts Bar turbine room so far back I can’t remember when. I also had a contract for the guard house separating the Unit 1 from Unit 2.
Unit 2 has been mothballed for something close to 30 years.

In 2007, TVA informed NRC of its plan to resume construction of Watts Bar Unit 2. The NRC staff is working towards supporting an operating license decision in 2015.
On November 21, 2013 the NRC issued an Order extending the Watts Bar Unit 2 construction completion date to September 30, 2016.

Applications under review equal nothing. I am pro nuc but the industry is practically dead. Instead of building real power generating facilities we are wasting a few decades on pie in the sky renewables. What a waste.

I would prefer nuclear to be 100% and liquify the natural gas and coal for transportation.
The price of nat gas in the US is dirt cheap so nuke plants in the US can't compete with a nat gas plant. The reason nat gas is cheap in the US is fracking.
OTOH, elsewhere in the world, nat gas is very expensive, so nuke plants do compete well with nat gas.
But what you say is true, in the US the regs are such that it does take a long time to bring a nuke plant online. A generator can get quicker cash flow with nat gas than with nuke. But the generator can get quicker cash flow with windmills than he can with nat gas.
I think we will never be 100% nor would we want to be.
Nuclear Power does not work well for swing loads, changes in daily low to high peak demands. Nuclear does not ramp up or down well or quickly.
It works very well for base loads, staying at or below the daily minimum demand.
France has the largest share of electricity from nuclear power in the world. According to the IEA 77% of its domestic electricity was generated by nuclear power in 2013. The second was Belgium 52.1%, third Slovakia 51.7% and followed by Hungary 50.7%, Ukraine 43.6%, Sweden 42.7%, Switzerland 36.4%, the Czech Republic 35.9%, Slovenia 33.6% and Finland 33.3%[6]
Yes, even though the US generates more power by nuclear energy, we have a smaller percentage since the other countries use far less electrical power.
And so Erdogan’s journey to a nuclear bomb commences...
