It seems the term “hostile enemy combatant” is more like it.

If the recommendation is to kill and the president rejects the recommendation, the CIA is directed to arrest the person. If the president accepts the recommendation to kill, then death is ordered. This is not unlike the procedure used in the reign of the monstrous British King Henry VIII, except that the king himself delegated the final say to his chancellor so that he could publicly disavow participation in the government murders.

I'll bet ol' Henry VIII wishes he had drones. Just goes to show, humans don't change. Despots then; despots now. Given enough time, every republic falls under the control of those who seek power.

The solution is to keep the republic's government small enough that those who seek power are drawn to business, to the local PTA, and to other narrower playgrounds than the entire government. The problem is that the lazy and the greedy cannot resist voting themselves bread and circuses paid for with other people's money. These parasite wannabes do not understand that they are the ones paying the price for what the demagogues offer as "free stuff". The result of human nature's dark side? A behemoth FedGov that serves the interests of those who seek power and oppresses those who thought they would benefit from the promised benign tyranny.

It may be a slippery slope, but if the CIA wants to kill ragheads, I have no problem with it, as long as they're doing it in some foreign hellhole and the raggie is an affiliate of a known murder organization, e.g., islam.

Oh, and the assassins should try to keep the collateral damage to a minimum. So if any of the cafe's furniture or the scones were ruined, that is a tragedy.
