Former Pennsylvania Sen. Rick Santorum has set up a testing the waters account in anticipation of a possible 2016 presidential bid, CBS News has learned.
The account allows Santorum, a Republican who ran for president in 2012, to raise and spend money under the same caps governing an actual campaign committee ($2,700 for individual donors, and $5,000 for couples.) Unlike a campaign committee, though, a testing the waters account does not have to disclose its finances.
"He just formed the testing the waters account this week," Santorum adviser Matt Beynon told CBS News. "His timeframe for making a formal decision on a bid is still what it was - by late spring, he'll make an announcement."
Beynon said Santorum has been "very encouraged by the support that he's received from folks all across the country."
"The message he's been talking about for the last few years is resonating," he said. "That encouragement led him in the direction of taking some more formal steps."

Trying again to mess up any good candidates that we might have with his giant, pious ego.
Rick may be testing the waters but, as in 2012, his only contribution will be to muddy the waters.
The odds of him winning the primary or the general election are even less than a succulent buttered lobster sitting on Michelle Obama’s dinner plate.
2012 Primaries
Romney 10 million; 45 states by delegates
Santorum 3.9 million; 6 states by delegates
Gingrich 2.7 million; 2 states by delegates
Paul 2 million; 4 states by delegates
Forget it Rick, you’d never win. You and Romney ride the same boat named Sink not Swim.
The flood of wannabes begins. Why doesn’t the party leadership put a lid on these guys? Next thing you know jon huntsman will announce again.
It will be a friggin’s circus...again.
Santorum and Huckabee gets their marching orders from RINOe HQ.
Mission: siphon off money and support from Catholics and Evangelicals, so Bush can win.
Go away Santorum.

I agree completely. Stay away and make some money for your family, Rick.
The party leadership wants all these guys in to split up the vote so that Jebster can be nominated. Santorum, Huckabee, Graham, Rubio are blockers for Bush so that Cruz is not nominated.
graham unelectable
huckable a professional splitter for useful idiot evangelicals
santorum unelectable
I see only walker, cruz, and Rubio as serious electables.
The problem is, so many of his votes came after Romney was the winner of the primary. Santorum hung around after others dropped out and got the not-Romney vote in the later primaries after Romney had it won.
About what Huckabee did in 2008 to run up his vote total.
The Santorumn and Huckabee vote totals those years mean very little.
He needs to stay out of it this time. Too many cooks will end up with a Jeb Bush stew.
Yes when I look at that data, I’m thinking “maybe it’s my time this time” just like Mediocre Mitt was #2 to McLame in 2008 and went on to be the nominee in 2012.
Forget it, Santorum and Huckabee are the past. They bore young people. Heck, they bore me to death and I only dimly remember my youth.
The millennials will be going gaga for Warren when she starts handing out Groupons for student loan write-offs.
Santorum is deluded.
Any good will Huck had has been destroyed by those annoying “diabetes cure” commercials on Limbaugh’s show.
Exactly!
Rubio is a cheap labor importer, he has already betrayed the citizens with his Gang, scheming with Schumer against the citizens for amnesty for fraudulently documented foreigners. Not to be trusted ever again.
Please don’t.
