C’mon, you are doing a horrible job of painting me into an unjust corner. I absolutely want an investigation and the truth needs to come before the consequences. But a 17 yr old running from the cops at a shooting? Lets just say if I had to bet a mortgage payment, I am betting against the 17 yr old running from the scene.
BTW, I have no great love for cops, lost a lot of money and endangered my life when I was set up by a narc over a personal issue. So I am not likely to knee jerk approval of all that cops do. But if I was betting money...

Running from the scene is definitely suspicious all by itself.
However, using that as an excuse to dismiss all police work and go into military mode and shoot the guy in the back while he's running away and poses zero threat and drop him dead is, AFAIK, something a bit in excess of the entirety of criminal law enforcement. At least in America. At least, it used to be.
Now no one is even bothering with a cover story.
But what really bothers me is the hypocrisy. I mean, why bother with cops if we don't need ANY due process anymore? Why send a police officer into a dangerous area at all? Something could happen to that officer - something dangerous. Just showing up, he puts himself at risk. And for what? Really, for what? If military mode is now the norm, then lets take it seriously. No rights, no due process, and no cops being in danger means one thing - sending in the armed drones.
Drones mean no risk to officer safety - zero. And that's the real goal, anyway - not "law enforcement." Just have the thing fly over and let loose with whatever weaponry is available. Spray 'em with machine gun or cannon fire, unleash hellfire missiles, whatever. This is proven military technology. It can be done between sips of coffee from the basement of the police station. And look at the clear advantages: no risks for any officers, job thoroughly done, court dockets cleared, and zero evidence left to cause problems later.
Enough tiptoeing around. Everyone knows the bastards have it coming anyway.
What could possibly go wrong?

Yes, he is! Like both of you, I’m no fan of the LEOs, but there needs to be an investigation that’s out in the open. Instead of name calling or prejudging the situation, there needs to be at least a few days to see if the facts come out. I know that my first reaction to Ferguson was that it was an unwarranted taking of a life. How wrong I was!
I have learned not to make judgements from a single story. Just sayin’.
