Under Article II of the Constitution, the primary duty of the executive is to enforce the law.
Well, we’ve seen how that works with these birds.
Under Article I, the Congress determines what the law is.
Here, some would say that the contempt citation expires at the end of the session of Congress, the HOR.
Holder was held in contempt in June of 2012. In practice, the person found in contempt is arrested and taken before Congress.
But at this point, what difference does it make?

As we have seen, at least two branches of government are working together well and as actor Jack Nicholson as President James Dale (`Mars Attacks!’) states after the invasion has begun, “Hey—two out of three ain’t bad!”

In regard to Lerner & the many other Demo outrages (SOS Shrillary: Benghazi, FOI; Koskinan; Clapper; EPA; IRS; `gun walking’; etc.) if a lawyer-as-investigator for a private law firm was hired almost 12 months prior, and ahhhhh, was just getting around to looking into compelling production of discovery, most clients would demand he be s***canned.
But there’s life inside the Beltway, and then there’s the rest of us.

So this is just the Uniparty going through the motions, extending professional courtesy and, like Banana republic dictators, giving the deposed tyrant a pass and a plane ticket—instead of a firing squad—because they expect the same consideration when their roles are reversed.
