If a town lacks a police chief, is it impossible to arrest anyone?
If a CEO dies, does the business instantly shut down?
If there is no top watchdog at the State Dept, is there no oversight at all?

The minions do everything. It is the way of the world. No one at the top? No captain at the helm? The ship will still sail on.

Someone should have identified the wrongdoing. The only reason they didn’t is because Hillary created a climate of fear. The lack of a top watchdog had nothing to do with it.

The point of the article is simply that Obama neglected to appoint a truly independent watchdog during her tenure.

That person's job is to call out illegal activity like the email server. The absence of a watchdog allows the corruption.

Of course we know that Obama has no interest in keeping things honest (probably doesn't even know how).

And, of course, Hillary creates a climate of fear. That is how corruption succeeds. Others buy in, hoping they'll have a big payday, but knowing they will get thrown under the bus to protect the leader. That's the game of the devil.

It's impossible to say what would have happened had there been an honest independent watchdog who did his job.
