The Federal Communications Commission plans to soon begin working on a proposal to subsidize Internet service for low-income consumers by expanding its Lifeline program, which is mocked by conservatives as the "Obamaphone" program.
All three Democrats on the five-member commission have publicly said they want to use federal money to help ensure that all Americans can afford to get online. Lifelinewhich despite the Obamaphone nickname was created during the Reagan administrationcurrently subsidizes only phone service.

The public library system has free internet and my area’s seven percent sales tax helps fund the library system.
Free internet and movies creates about 80% of the foot traffic in my local library system. They have free
printing too (limited number of pages).
But that requires getting out and leaving home. Remember,
some people live in ‘library deserts’...

This is the reason for the attempt to classify the internet as a utility...tax and redistribute after taking your cut (by awarding contracts to cronies for a kickback to the RNC/DNC)...when I first started getting into computers I bought (BOUGHT) an IBM aptiva and I waited for the broadband to be completed in my area and I PAID a premium price to have it. Internet connection is not a necessity and to have these paper pushers even suggest otherwise is the reason I am self-employed and I alone determine what tax I pay (as far as income is concerned) 1. no bank accounts 2. pre-pay credit card under a fictitious name 3. pay cash for everything possible 4. keep anything of real value in someone else’s name (nothing can be taken if you do not legally OWN it) 5. mason jars in the backyard 6. screw this federal behemouth at every chance you can they do not have any love or concern for this great republic except for what they can skim off for themselves....it truly is a free for all until a revolt culminates and the tree of liberty gets fed with these tyrants.
I wonder how much government cash will flow to ‘Team Cable’ to fund this free internet for the poor? During a March 4 US House Subcommittee on Communications and Technology Committee hearing on the FCCs FY2016 budget, Rep Michael Pompeo (R-KS) pressed Wilkins on whether the FCC intended to close any field offices and eliminate any personnel. Wilkins attempted to dodge offering a direct answer and hedged on whether any cuts were planned.

Here’s a random idea, Why don’t we make poverty so uncomfortable that the slackers will actually work to get out of it, rather than make it a career choice?
