Congress did indeed act extra-Constitutionally in sending the letter to Iran, IMHO. However, what is the appropriate response to a president that announces he has “a pen and a phone” and will work around congress if he sees an advantage in doing so?

Well the Senate did not want to be outdone by House after have PM Bibi last week.
As a private citizen I can send a letter like that. Whether or not it gets delivered is problematical but I could send it. Why should Congress have any less of a right?
I find it puzzling that the Dems want to ignore the Constitution when it suits them, but then demand that the Pubs “play by the rules” they flaunt.
Did it never occur to the Dems that once the rules are broken by one side, there is no reasonable expectation that the other side will continue to abide by them?
Not that two wrongs make a right, but the inevitable consequence of the break down in social, moral, and legal order.
It was an "open letter", which is no different than penning an editorial. It contained nothing that's secret or damaging to the United States.
It is the duty of our representatives to try and stop anyone (including the President) from helping our enemy get nuclear weapons.
