Corporate donors to a green energy nonprofit operated by Senate Minority Leader Harry Reids (D., Nev.) former staffers and a current campaign operative have received billions of dollars in federal loan guarantees and grant money as a result of Reids advocacy.
Fulcrum Bioenergy began contributing to the Clean Energy Project (CEP) in 2013. One year later, the Nevada Democrat steered tens of millions of dollars in federal grant money to the California biofuel company.
Fulcrum is one of at least nine corporate donors to the Clean Energy Project (CEP) that have secured federal financing for themselves or a client due in part to Reids behind-the-scenes advocacyactivity that watchdogs warn could be construed as unethical.

Senator Reid partnered with former Secretary of the Interior Ken Salazar to establish a fast-track permitting process for clean energy development on public lands. The Bureau of Land Management modeled a competitive auction for renewable energy on public lands in Nevada from a leasing program that Senator Reid introduced in the Public Lands Renewable Energy Development Act. This auction generated $5.8 million in high bids. Finally, Senator Reid and Governor Sandoval jointly called for passage of SB 123 by the Nevada State Legislature, which is expanding renewable energy development in Nevada.Reid's official campaign website excerpts a June 29, 2009 Las Vegas Sun article which also touts Reid's initiative for fast track development of solar energy projects on public land.
The article states "Maps of the Solar Energy Study Areas in Nevada, Arizona, California, Colorado, New Mexico and Utah will be published in the Federal Register on Tuesday". The Federal Register (Vol. 74, No. 124, page 31307) on June 30, 2009 lists the notice from the BLM which states "maps of the solar energy study areas are available [] from the project Web site: http://solareis.anl.gov"
That website displays a map and lists the solar energy zones, one of which is the Dry Lake Solar Energy Zone.

Three of the four federal loan guarantees sought by First Solar were approved. The company received $1.88 billion for the 550-megawatt Desert Sunlight project in California; $680 million for the 230-megawatt Antelope Valley Solar Ranch I project in California, and $967 million for the 290-megawatt Agua Caliente solar farm near Yuma. A fourth, Topaz in California, did not receive any DOE funding.
