US Mission in Havana to Become Embassy Amid Thaw HAVANA Dec 27, 2014 By PETER ORSI A half-century after Washington severed relations with Cuba, the United States' seven-story mission looms over Havana's seaside Malecon boulevard as the largest diplomatic outpost in the country.
Cuban guards stand at close intervals on the street outside, and islanders line up by the thousands each year for a shot at a coveted visa.
The gleaming U.S. Interests Section suddenly is poised to become an even more important presence in Cuba as the two countries negotiate the first phase of their historic detente - transforming the complex into a full embassy that would reflect the Obama administration's hopes of new influence on the communist island.
Roberta Jacobson, assistant U.S. secretary of state for Western Hemisphere affairs, will be the highest known U.S. administration official to visit in decades when she comes next month for annual talks on migration that will now also focus on the details of re-establishing full diplomatic relations.
The discussions are expected to cover expanding staffing in the two countries' interests sections and letting diplomats travel outside their respective capitals without having to ask permission.

Will Congress fund the Embassy? Will Congress approve the Ambassador?
If they only imported Havana Club rum into the U.S., they wouldn’t need any funding. In fact, they could run the whole mission for a huge profit.
Congress has no say in funding issues, they turned over control of the purse to Obama years ago.
Obama is looking for things that he can do without the consent of Congress. Many of his choices are an abuse of power if not both unconstitutional and extralegal. This is not one of those things. I believe that the President’s duties include the establishment of diplomatic relations and the exchange of Ambassadors. He can still operate an embassy without a confirmed Ambassador.
What he cannot do, as I understand the law, is to lift the embargo. Doing that requires the consent of Congress. If he directs the Customs folks to ignore the law, and permits exports to Cuba, then he puts the companies that engage in this trade in legal jeopardy and they will wind up being sued by someone. Someday, he going to ignore a law that won’t be ignored without consequence.
Obama did this just as the Castro Regime was about to fall after being cut off by Russia and Venezuela and all the American Embargo.
It couldn't be more obvious that is what Obama's doing. He's going to keep getting away with as much as he can as long as he can. He's piled the abuses so deep already that it's impossible to keep up and unravel the damage he's done.
Especially when "our" HOR funds it.

And major league baseball will be the first in line to get down there and start signing up those Cuban baseball players. After the success for the last few Cuban players, that is the new hot bed for international stars. So, all 30 teams will be filling the island with scouts.
Here's what's going to get "softened." American companies are going to rush into Cuba to exploit the people, paying them slave wages to do jobs taken from Americans. For example, ArcherDanielsMidland (ADM) --a BigAg company --has been trying to get it's hands on Cuba's fertile lands. Castro kept planting sugar cane long after it was a profitable crop, but it was a "symbol of the glorious revolution."
Stupid Americans still go down to Cuba to help with the harvest; They call themselves The Venceremos Brigade. They have always lied about the horrific conditions Cuban citizens endure after all, it's all for the sake of the aforementioned Glorious Revolution.

.a park bench filled with people lounging around in various positions with vacant eyes. A, sign on the building behind them: La Gloriosa Revolución. Yeah, really glorious. Fifty years after Obama's actions, they'll still be on that bench.
Have the Russians started moving back in, by any chance? Just a guess. Anyone heard this?
Obama is FAR more willing to work with dictators and the enemies of America than he is with the GOP.

Is there anything he is doing that can’t be undone when an American returns to the White House?
Probably not. But we have a long history in this country of not undoing that which was done, prohibition being a notable exception to the rule. In Obama's case, legions of lawyers are standing by to take up the torch and carry the corruption forward. Lots of Obama's supporters are getting very wealthy thanks to the Obama crime family.
