Update: Despite pleas to leave politics away from the funeral, hundreds of cops turned their backs when Mayor de Blasio spoke at Ramos' funeral. "All of the city is grieving and grieving for so many reasons but the most personal is we lost such a good man," he said during the remarks.

i believe the family did invite him.. I suspect some underling called the family and "strongly suggested" that they invite the SOB to speak.
De Blasio is in political damage control mode and what better place to "show his concern" than the funeral of one he caused to be killed.
