I do not see how that would even be possible, even if congress provides a law as cover, the constitution would prevent it and I can not see any state going along with it.
The FBI is the closest we will ever get to a Federal Police force, and even they need a reason to get involved (which is why they always assume kidnappers are going to cross a state line, or that banks are insured by the federal government).
Police departments might be inefficient at times, but that is the way Americans want it. We all seen what happens when states (and the federal government) took over schools, it would be just as bad if not worse if all police departments were controlled by a central authority.
