Does the new law require the president to issue them? And by require I mean really, really, really require with legal consequences if he doesn't. Since he has declared this to be "workplace violence" I could see him still refusing to grant the purple hearts because he would take this as a personal insult.
As an aside, I see future legislation allowing far fewer options and loopholes in enforcement. Laws passed in the past could allow presidents a certain latitude because they were seen as acting in good faith and use the exclusions for hard cases rather than complete policy overrides. Those loopholes for the hard cases will have to be removed because of Obama's actions.

With the victims receiving Purple Hearts, (Long, Long Overdue), how about the perpetrator receiving a hanging or death by firing squad, (Long, Long Overdue!)
