In his speech in El Paso on immigration reform on May 10, 2011, President Obama declared that the fence along the border with Mexico is "now basically complete." ...
the Secure Fence Act of 2006, which was passed by a Republican Congress and signed by President George W. Bush. It authorized the construction of hundreds of miles of additional fencing along the border with Mexico. The act specified "at least two layers of reinforced fencing."
But the law was quietly altered in a significant way the following year.
Responding to urging from the Department of Homeland Security -- which argued that different border terrains required different types of fencing, that a one-size-fits-all approach across the entire border didn't make sense -- Sen. Kay Bailey Hutchison, R-Texas, proposed an amendment to give DHS the discretion to decide what type of fence was appropriate in different areas. The law was amended to read, "nothing in this paragraph shall require the Secretary of Homeland Security to install fencing, physical barriers, roads, lighting, cameras, and sensors in a particular location along an international border of the United States, if the Secretary determines that the use or placement of such resources is not the most appropriate means to achieve and maintain operational control over the international border at such location."
In other words, Border Patrol would have the leeway to decide which type of fencing was appropriate in various regions.
The amendment was included in a federal budget bill in late 2007 despite being condemned by legislators such as Reps. Peter King, R-N.Y., and Duncan Hunter, R-Calif., who argued the amendment effectively killed the border fence promised in the 2006 bill.

What a COMPLETE sack of human excrement is Obama. He’s a foul, festering cancer on our Republic. The new Congress NEEDS to stand up to him and his efforts to weaken and destroy America. Obama has many allies among the ‘RATS in this campaign of national destruction.
Basically complete. Kind of, sort of in the border towns. But, Wide open for hundreds of miles elsewhere.
More lies from the Liar in Chief
It all ready has.....
How about measuring success based on the number of people who actually cross the border?
Based on that, major fail!
Zero has clearly become delusional. The Constitution does not provide a provision to remove a President that is mentally ill. Can Congress force a medical discharge?
Invade Mexico!
10 million armed Americans go down and take up residence illegally on prime gulf or pacific coast real-estate and refuse to leave, claim hardship.
only liv obots believe Obama now
It was a Republican, Kay Bailey Hutchison, who got the bill watered down to allow DHS discretion instead of mandating a two layer fence. This watering down happened during the Bush, not the Obama administration.
How about rather than immediately deporting illegals they be sentenced to spend 6 months helping to BUILD the wall. Make it out of adobe which is cheap but last a long time in a desert climate. Make it 20 to 25 feet high and 10 feet thick. Place concertina wire along the top. After their 6 months service give the illegals $1000.00 and put them on a bus back over the border.
The US should remove the 30,000 troops it has stationed in South Korea and redeploy them to border with Mexico. South Korea outnumbers the North Koreans and has a much larger economy. If they cannot defend themselves from the starving North they do not deserve to be free.
These guys will deem the border secure, no matter the facts
Any fence is to keep US from leaving, not to keep the illegals from coming in.
Insane.
Obola says, “The destruction of the greatest nation the world has ever known is basically complete, and yes I did build that”.
And he’s basically a completely pathological liar.
Senate rejects border fence(6.18.2013)
Senators on Tuesday rejected building the 700 miles of double-tier border fencing Congress authorized just seven years ago, with a majority of the Senate saying they didnt want to delay granting illegal immigrants legal status while the fence was being built.
The 54-39 vote to reject the fence shows the core of the immigration deal is holding. The vote broke mostly along party lines, though five Republicans, including Sen. Marco Rubio and the rest of the bills authors, voted against the fence, and two Democrats voted for it.

what a shock- they lied.
You only have to move to the main entrance, ie the first gap or even a Port of Entry, present yourself to the "Border Patrol" and receive instant permanent "legal" residency courtesy of Obama fiat rule.
In other words, even if we had an Israel style structure between us and Mexico, we would still have no border because Obama has declared that anyone at the border gets in and stays in.
Is that why he’s flying them in now?
