Amnesty for lawbreakers is a bad bet.
I’ve seen corporate political plays where the President decided that thus-and-such would happen and somebody lower, sometimes much lower, decided that it wouldn’t. In every case the lower level people were able to stymie the implementation until something changed and the focus went elsewhere. One manager called it The Death by Yes. (”Yes, I’ll take care of that.” Then, do nothing.)
