3. Make eVerify mandatory and enforce it with large fines
4. Reduce legal immigration quotas and end chain migration
5. Deport illegals upon contact with any law enforcement agency
6. No local, state or federal government benefits of any kind
7. Any health and/or other care billed back to the home country
8. Lifetime ban on path to citizenship for anyone who entered illegally
9. Make illegal entry a felony with a mandatory prison sentence
Hire Israel to secure our southern border.

The problem with your thinking is the ruling class actually wants more people to demand government services and vote for bigger government, and they don’t care if they have to reward a bunch of lawbreakers and punish productive citizens to get what they want.
If the government actually wanted to solve the illegal alien problem, it could be done.

Create the “Border Guard” similar to the “Coast Guard”, that is a military unit trained as combined Infantry / MPs and post them to the southern border.
I have promoted your other points for years and years. I was raising the alarm about the issue as far back as 80's. I have personal experience with this when living in Chula Vista while in the Navy back then. Because of the curve on my street, the illegals used my side gate for a short cut.
Also, California built a double fence under the guidance of Rep. Duncan Hunter and border crossings were reduced by some 90%. It still works today. That was when we started seeing the mass crossings in AZ and Texas that continue because the liberal Congress killed the fence legislation.
All of your points can be dealt with except for the "anchor baby" issue. Believe that would take an Amendment.
And making compressed earth blocks to be used in building the southern wall and barracks for the Border Guard.
A most effective “fine” would be the imposition of a 35% tax rate for the entire company if e-verify is not used.
That IS comprehensive reform. I’d sign up for that.
Make Illegal Alien status a major aggravating circumstance for all crimes.
1. Deliberately leave the border undefended.
2. Spread the word throughout Central America that anyone who can make it to the USA will get benefits and health care.
3. Make sure the attorney general of the United States does everything possible to enable voter fraud.
4. Offer amnesty to millions of illegal aliens by executive fiat.
5. Create lots of distractions so that no one notices the progress of the “National Popular Vote” initiative which makes it possible for concentrated populations of new Leftists voters to decide the presidential election regardless of the Electoral College.
6. Now that the presidency is permanently in the hands of Progressive Leftists let’s get started on “Comprehensive Gun Control”.
