When Pelosi had a majority in the House in 2007, the GOP leadership couldn’t deliver to her even the small number of Republicans she needed to get amnesty passed. There are far fewer Dems in the House now. And as for the Republican reps today, they are if anything more conservative than in 2007.
I think Ryan is in for a surprise.
