Broadcast delay, perhaps. They may want a few seconds’ buffer in case he says something galactically stupid, passes out, or runs away - someone can push the button and give the world “stand by, technical difficulties” before the image is broadcast. This also gives closed-caption writers a chance to keep up, or even get ahead, of the video & audio.

This election was clearly a rejection of Obama policies, particularly Obamacare. Any Washington Gridlock was simply due to Harry Reid sitting on bills that he did not want to see come to the floor of the Senate. About 300 of them.
