This isn’t really new. Greenies have been complaining about environmental racism for years. Usually it’s around some chemical plant or refinery. The land surrounding such facilities is usually less than desirable for habitation, resulting in lower land prices which is attractive to lower income home buyers.

Freedman issues aside, the only racial issue that the states have amended the Constitution to expressly protect, and therefore the only race-based right which the feds have the constitutional authority to protect, is race-related voting rights as evidenced by the 15th Amendment. So if politically-motivated environmental groups want the feds also to also have the constitutional authority to protect other specific race-related rights, here is what the misguided environmental groups must do.
Environmental groups must work with federal and state lawmakers to propose an appropriate new race-protection amendment to the Constitution. And if the states then choose to ratify the amendment then the feds will have the power to protect such rights and the environmental groups will be heroes.

Gee, what about all of the hog farms in rural Indiana, where there are very few minorities? I guess they are racist because not many minorities have farms in rural Indiana.
The bases were located in the late 1940's well outside of city limits. Then the developers put in strip malls and housing developments.
