Almost half a million people - 460,000 or a quarter of all Gazans - have been displaced with 270,000 crammed into 90 desperately crowded UN shelters, some of which have had no running water for two weeks.
More rockets were also fired towards Israel, intercepted by its defences.
At least six U.N. facilities, including schools sheltering the displaced, have been struck by Israeli fire since the conflict began, drawing international condemnation.
In each case Israel has said it was responding to militants launching rockets or other attacks from nearby.
Israeli tanks were seen leaving the densely-packed, rubble-strewn Gaza Strip before the strikes on the 27th day of the conflict, as security sources said they had destroyed the vast majority of militants' tunnels.
But few had seen much hope of peace as Prime Minister Benjamin Netanyahu vowed Hamas would pay an 'intolerable price' for any further rocket attacks.
Artillery shells slammed into two high-rise office buildings in central Gaza City and the town of Rafah came under heavy fire.

Stop the aggression toward Israel and this is guaranteed to stop, you may even get some overwhelming assistance.
There is no peace with Islam....it must be totally eliminated.
The British Foreign Minister wants the killing to stop? Well, it can stop immediately if the Palis would simply surrender and submit to terms like these:
1. All Palestinian combatants will surrender the fight and relinquish ALL offensive weapons and rockets to the IDF.
2. All Palestinians will retreat beyond a 500m cordon from the Israeli border while Israeli engineers demolish all construction, thereby creating a 500m - wide “no-man’s-land” on the Gaza side of the border. Any subsequent attempts at reconstruction in this cleared zone will result in arrest and prosecution of an act of terrorism.
3. All tunnels that extend to within 500m of the Israeli border will be demolished by the IDF forthwith.
4. The leaders of the HAMAS regime will be surrendered to the IDF for arrest and trial for war crimes and acts of terrorism. The entirety of the HAMAS organization will be dissolved immediately.
5. Israel’s right to exist on post-1967 borders will be irrevocably recognized by all parties and codified in a surrender document.
6. All parties will recognize and adhere to the previously agreed-upon two-state solution. This will be codified in a surrender document.
7. All Palestinian entities will irrevocably foreswear all acts of aggression against the State of Israel.
8. Violation of any or all of the above conditions will result in a resumption of hostilities and the subsequent, permanent expulsion of Palestinians from the 141-square-mile Gaza territory.
There are humanitarian crises all over the world, and while this is disturbing, it is by no means the worst of them. We cannot, collectively, take care of them all, only the ones close enough for us to reach individually. When the proportions are too great, all this suffering becomes abstract, a statistic.
There is a temper to things, the apparent callous behavior of somebody who has gone through sensory overload, and the part of the human psyche that would normally at least feel empathy for the stricken, is temporarily numbed and switches off. Heroics are applauded, but again, there is that dark side, that borders of a frenzy, of stomping out the cries that can no longer be endured. Why try to help? The poor wretch will just die anyway.
But it is not for the poor wretch, it is for your own inner self, to at least alleviate the suffering of others.
Nobility is such a difficult thing to maintain in the face of overwhelming disaster, because sometimes, it seems so pointless.
time for them to move back to Egypt or other Muslim countries....there are lots of relatively peaceful places away from the IslamoNazi rockets, bombs, and resulting violence...
Where are the brave leaders of Hamas? Like mac daddy they start something and then blame it on someon else while they are far, far, far away from any danger.
