He answers to Germany. He has no command authority in the system. He is merely there as the Chief of Staff to the Commander. He will be there as a liaison.

My question is Why? Use a US Army officer and employ the German Gen. as a “liason”? Why the “Chief of Staff”?

“He will be there as a liaison.”

Chief of Staff directs all of the primary Staff Officers, to include the G-3 (operations) and G-2 (Intel). He is the conduit of all information between the Staff and the Commander.

He will wield a tremendous amount of authority.
