ISIS unveils cabinet lineup: report
By Staff writer | Al Arabiya News Friday, 11 July 2014 Abu Bakr al-Baghdadi, the self-proclaimed leader of the Islamic State of Iraq and Syria (ISIS), has reportedly formed a cabinet to be in charge of his newly established caliphate.
Documents published by The Telegraph newspaper this week revealed for the first time in details the structure of the group, which has claimed universal authority throughout the Muslim world, declaring Baghdadi its caliph.
The British newspaper published an infograph that explains the leadership arrangement under Baghdadi, based on documents seized from an ISIS members house following a raid by the Iraqi army.
According to the illustration, Baghdadi appointed a deputy to the emir. Fadel Abdullah al-Hiyali, nicknamed Abu Muslim al-Turkmani, serves as Baghdadis deputy and is in charge of overseeing Iraqi provinces under ISIS.
The spearhead also formed a war office to oversee warehouses and martyrs.
One of this departments members is in charge of operations using improvised explosive devices (IEDs) and rigging bombs, the newspaper reported.
The ISIS chief has also selected a group of ministers for an array of tasks.
One minister was put in charge of prisoners and detainees, while another is responsible for managing the financial issues of Iraqi provinces under ISIS.
Cabinet member Abdullah Ahmed al-Meshedani, also called Abu Kassem, is tasked with managing the arrival of foreign and Arab jihadists and is in charge of overseeing the running of guesthouses for them.
He is also reportedly a transporter of suicide bombers," The Telegraph said.
Six ISIS members were also reportedly tasked with overseeing the Iraqi provinces of Baghdad, Anbar, Salaheddin, Kirkuk, and provinces along the states borders.
Baghdadi sent out a public message earlier this month after ISIS proclaimed a caliphate on the territory it has captured.
ISIS militants and their allies among Iraqs Sunni Muslim minority have seized large swathes of Iraq over the past weeks in a battle with forces loyal to Prime Minister Nouri al-Maliki.

Saudi Arabia has created a Frankenstein’s monster over which it is rapidly losing control. The same is true of its allies such as Turkey which has been a vital back-base for Isis and Jabhat al-Nusra by keeping the 510-mile-long Turkish-Syrian border open. As Kurdish-held border crossings fall to Isis, Turkey will find it has a new neighbour of extraordinary violence, and one deeply ungrateful for past favours from the Turkish intelligence service.
As for Saudi Arabia, it may come to regret its support for the Sunni revolts in Syria and Iraq as jihadi social media begins to speak of the House of Saud as its next target. It is the unnamed head of Saudi General Intelligence quoted by Dearlove after 9/11 who is turning out to have analysed the potential threat to Saudi Arabia correctly and not Prince Bandar, which may explain why the latter was sacked earlier this year.

Baghdadi apparently went to Afghanistan in the late 1990s with Abu Musab al-Zarqawi, the Jordanian who founded al-Qaeda in Iraq after the US-led invasion in 2003. It was Zarqawi’s group that would later evolve into the Islamic State.
The new information helps put Baghdadi (a nom de guerre) in better perspective. His association with Zarqawi from at least 1999 establishes him as an early player in the Sunni extremist movement in Iraq and its war against Shiism. He was present at the creation.
It also helps explain his strained relationship with Ayman al-Zawahri, bin Laden’s successor in al-Qaeda. Zawahri was always skeptical of Zarqawi and his associates, whom he regarded as too sectarian and bloodthirsty. Zawahri counseled bin Laden not to trust Zarqawi.
Saudi Arabia didn’t create ISIS. Jihad constantly produces new factions, and there’s always money around, either from Islamofascist regimes like Iran, their enablers like Russia, or wealthy muzzies.
ISIS isn’t fighting Kurdistan (yet) — and vice versa. This is an expediency that benefits both groups. The porous border between Iraq and Turkey is Kurdish, and due to their operating in a landlocked area, the ‘caliphate’ built their arsenal and some of their recruitment through Turkish territory. Even though ISIS has managed to capture lots of ammo, equipment, money, loot, and gather more recruits in their territory, they’ll need that stream of European recruits to continue, and will need Kurdish cooperation.
Turkey and the EU enjoy (sic) cross-border movement, and there are lots of radicalized naturalized muzzies in European countries. Meanwhile, Turkey is coming around to the realization that an independent Kurdistan would be, will be, a much better neighbor and a strong ally in a region where Erdogan has pissed off literally everyone else, or has found out his new alliances were suckers bets.
The problem shared by all jihadist cadres is, when they try to rule territory without any specific national or ethnic identity, their borders correspond to the reach of their artillery. Every two-bit “hero” winds up a leader of some split of an earlier gang organizaed around some other “hero”. The same thing happened and continues to happen in Syria. ISIS may be different, at first, but since jihadists don’t bring anything to the table that isn’t about sacrifice, violence, and death, the next schismatic group opposed to “corruption” etc will tear away chunks.
That’s the history of the caliphates going back to the time when the mass-murdering pedophile was slaughtering the Jews of Arabia.
