Congress should give the 3.7 Billion directly to the border states to used as they see fit to protect their borders.
The administration can't do its delegated job to secure the border; it defaults back to the states and the people.

The House of Representatives writes the checks.
Pass a bill that gives Obama whatever the hell he wants, and include "deport them all" language in the bill.
Let the Senate pass it, and let Obama sign it.
Then, only fund the portion of the bill that DEPORTS all criminal, illegal aliens and REFUSE to fund the rest.
