I don’t know, they have two vastly different stories. They say he’s diverting a stream, which means he’s not in jail for collecting rain water. In AZ they prefer you collect rain water, better than running off with whatever pollution it collected from your property.

Just because water runs through his property does not give him the right to do whatever you want with that water, build reservoirs to dam it up, and keep it from flowing to his neighbors.

Rain or snow that falls on a property in dry parts of the West does not run downhill to any stream on another property. It evaporates very quickly instead and falls hundreds of miles downwind. Commie NIMBYs seek to control and/or own properties that they did not pay for by their sneaky and evil conspiracies with corrupt state and local governments.
