How can a federal judge in S.F. order a state motor vehicle department to issue anything? How can they force a state to do that? Send US Marshalls to the drivers license offices?

I have to RENEW my driver license that I have had for 38 years in Florida.
I am required by Florida law to show:
1. My government-issued birth certificate or valid U.S. passport, or naturalization papers.
2. My social security card, or w-2 form, or paycheck, or SSA-1099 or non-SSA-1099 showing complete social security number. NO copies accepted.
3. If name changed from birth: any court ordered or government issued marriage/divorce certificate that link birth to current name. (not required with a valid U.S.Passport)
4. Two documents showing my residential address.

Where does a federal court get the standing to rule that a state must issue drivers licenses? Drivers licenses are strictly issued at the discretion of the states.

I haven’t read comments here, yet, but I want to give mine.
Driver licenses are issued as a privilege by States, if the applicants can meet certain prerequisites like written and actual driving tests. Most States also require a driver to have proof of liability insurance.
In Texas, if someone cancels their liability insurance, the Insurer sends notice to the State Dept. of Motor Vehicles and a warrant is issued for the driver. How many have been killed or maimed by DUI illegals with no license and no liability insurance?
The privilege of having a driver license is in the purvue of the States; not the Federal government/judicial system.
