Koskinen testified last night that the Sonasoft contract only covered the 3,000 employees in the Office of Chief Counsel. If true that would mean Lerner’s emails were not backed up by Sonasoft.
I don’t believe anything Koskinen says, but there must be some way to verify his claim. Issa needs to follow up on that.

Somebody backs up their computers. Perhaps it's done internally, perhaps some other contractor does it... but someone does it. No company operates (especially for senior people like Lerner) without doing backups.
The IRS is stonewalling. The only way to get the answers will be if some brave (and suicidal) soul in the organization decides to be a whistleblower.

At this point I’d be subpoenaing emails from Office of Chief Counsel and all of its 3,000 employees too.

There definitely should be a written contract specifying in detail what service Sonasoft was to provide, especially if they were to provide backup for a limited number of employees as Koshkinen claimed.

Really? I believe that he was truthful when he said under oath that he could not recall who told him about the lost LL emails.
It was probably when he was leaving the parking garage at the IRS offices and some IT flunkie yelled at him: "Hey D-Head, we can't find LL's emails.".
I could imagine he wrenched his head around in an attempt to see who informed him of the loss, but alas, he could not locate the informer...
Yeah, that could have happened...
