NSA, in its spare time will check for and monitor any use of those radios. Spare time is defined as a few milli seconds a month of not monitoring 300 million Americans.
If NSA finds anything of value, they will notify Obama’s pro Sunni National Defense advisory group.
Of course nothing will be done as Obama signs more Executive orders for Gays, Illegals and other scum bags.

Except for the fact that ISIS lacks the training to use most of the equipment they have looted. I doubt that they could even start an Apache helicopter, much less fly one.
