The Iraq war was never “won”
Islam has been continuously at war with the rest of the world for 1400 years.
There is no way to win a war with a people who’s basic religious tenets is to instruct it’s believers to fight jihad against all who do not convert to Islam.
The best you can hope for is to contain them and keep them from attacking others, including ourselves.
Think of the Cold War not against atheistic communism but against radical Jihad.
