Non-citizens sometimes join the Army. They are subject to UCMJ.

IIRC, renouncing your citizenship requires a bit more.

Doesn’t matter if he renounces his citizenship, he was never discharged from the service, so he is still under Army jurisdiction.

Non-citizens have been serving in the military since the founding of the nation. About 8000 non citizens enlist every year. http://usmilitary.about.com/od/joiningthemilitary/a/Immigrantenlist.htm
