Do you remember the name of the old Clint Eastwood movie where he is pursuing the killers of a gang who gang-raped a woman years ago? As he gets closer to the suspect, he discovers the truth and then manages to “lose” the evidence after she tracks down and finishes off the last one.

California has a long history of vigilantism.
California also has a lot of gangs. Palmdale is up to its eyebrows with gangs, mostly Hispanic in that it is majority Hispanic.
For some reason I doubt they will be very friendly to a serial rapist.
