President Obama on Wednesday will declare a national monument in southern New Mexico, delivering a win for environmentalists but angering ranchers and local law enforcement, who say the land restrictions will end up creating a safe haven for drug cartels to operate within the U.S.
Mr. Obama will declare about 500,000 acres as the Organ Mountains-Desert Peaks National Monument. About half of that land is expected to be set aside as wilderness, meaning it will be closed to vehicles and construction.

Signed by Presidents Ronald Reagan and Miguel de la Madrid in 1983, this breakthrough agreement established a framework for cooperation on environmental problems that has been carried forward by subsequent presidential administrations in Mexico and the U.S. The U.S. Environmental Protection Agency and Mexico's Ministry of Environment and Natural Resources (formerly SEMARNAP, now SEMARNAT) are jointly charged with searching for and implementing solutions to problems related to air, water and land pollution along the border. The commitment made in La Paz has lead to two multi-year initiatives, most recently the ambitious Border XXI Program. This effort brings together virtually all U.S. and Mexican Federal, state and local entities that are responsible for environmental and natural resource management in the border region. It places particular emphasis on public inputs, decentralization of environmental management and improved communication and cooperation among officials at all levels.
The U.S. Mexico Binational Commission Since 1981, a Mexico-U.S Binational Commission has provided stewardship over the broad array of bilateral issues. The BNC draws cabinet-level officials and other agency chiefs into intensive one-or-two-day discussions on an annual basis. It brings into high relief unresolved issues dividing the two countries and provides opportunities to discuss remedies. BNC meetings frequently lead to breakthrough agreements and occasion brainstorming which lead to innovative programs designed to manage affairs in a broad range of border issues.

I think a huge priority of any future conservative government, assuming we ever have one, should be to divest the federal government of all land ownership. The federal government should have a very narrow charter.
As an aside, FDR fought all of world war 2 with a White House staff of roughly 500. No faxes, cell phones, email, etc. The average WH staff during Clinton’s years was 3,300. Yet people who had to deal with it said they could never get anything done. With modern technology we should need 10% of the present number of government employees.

There will not be a conservative government in DC ever again. The government is not really made up of people elected from podunk districts in Ms, and Mi. For ever US Rep there are a zillion bureaucrats, technocrats, lobbyists, and whatever else. They are in power, they are not conservative, they will not allow conservatism, they have no reason to listen to us, are not afraid of us, and they will not allow elections to remove them from power. They’re redistributing American’s wealth as we speak; building allies. We need to be realistic and understand what we’re up against.

All presidents since T Roosevelt have had this authority because of the Antiquities Act. 15 presidents have and 3(Nixon, Reagan, GHW Bush) haven't.
Clinton did 19, T Roosevelt did 18, Carter did 15 but Congress converted a number of these into Natl Parks. Obama has done 5 thus far.
If you are talking about vast areas that would be GW Bush who created a marine national monument close to Hawaii that covered 140,000 sq miles. Then a few days before he left office in 2009, he created 3 more out in the Pacific.
