0bamugabi won't fire Shin because as long as he's in office he'll take the heat, not Hussein. Think of Shin as an even more hapless version of Sebelius....

We are discussing a culture of corruption that goes all the way to the top.

In many respects, to walk into many VA centers today is to walk into the 1950s, as staffers push paper amid crowded waiting rooms and facilities in disrepair. VA essentially has become a stodgy federal jobs program...
