Joe Biden will not be president in 2017.Are you sure? The next Inauguration Day is on January 20, 2017. What if Obama is not still in office on that day for some reason - such as impeachment/conviction or simply because he is tired of it and quits?
Didn't Bill Clinton do all his pardons of Marc Rich and scores of other criminals just before he left office on January 20, 2001?
