Full Headline: Tennessee sheriff's deputy is FIRED after he was caught on camera choking an unresisting college student until he passed out
A sheriff's deputy in Knox County, Tennessee has been fired after he was caught on camera allegedly choking a university student Saturday night.
Frank Phillips, 47, was been found 'unsuitable for continued employment,' according to a termination notice posted Sunday night on the Knox County Sheriff's Office's website.
'In my 34 years of law enforcement experience, excessive force has never been tolerated. After an investigation by the Office of Professional Standards, I believe excessive force was used in this incident,' Sheriff Jimmy 'J.J.' Jones said.
'Therefore, Officer Phillips' employment with the Knox County Sheriff's Office is terminated immediately.'
Jones added that the investigation will now be turned over to the Knox County Attorney General's Office to determine any further action.
John Messner, a freelance photographer in Knoxville, captured Phillips with both hands around the neck of University of Tennessee student Jarod Dotson in Fort Sanders after a party. The 21-year-old can be seen falling to his knees after the man's grip apparently renders him unconscious.
Phillips has been with the Sheriff's Office since 1992. Dotson, of Powell, is an architecture major at the college.
Authorities say Dotson was publicly intoxicated and drinking from a cup 'that had an odor of an alcoholic beverage' at 23rd Street and Laurel Avenue, when he was arrested.
He was charged with public intoxication and resisting arrest. He was released Sunday morning on a $500 bond, the sheriff's office said.

Logical explanation: Frustration because there was no dog available to shoot.
It seems I’m roundly misunderstood here. I said “whatever the case”, meaning even if this person wasn’t resisting arrest, it’s never a good idea to anyway.
You are correct. It is like the words “Racists” or “territorial imperative” or “homophobe” . They mean what the user wants them to mean. They were coined as political correct terms.
I understood what you meant but I still beg to differ. There will come a time when resistance is critical to the continuation of our Republic.
If the “deputy” in question is part of a “union”, the county had better do LOTS OF HOMEWORK to insure they have a “bullet proof” case. If there is the slightest chink in their armor the deputy will walk away with LOTS OF MONEY. This has happened over and over here in Wisconsin and you can take if from someone with lots of experience with cases like this, the deputy will have to be bought off to go away. The county will not want to take the issue to court and it will be much easier (meaning less expensive) to pay off the deputy than to go into litigation. It happens all the time.
Did they beat him before or after the beeting?
Police knock out game.
It's a good thing jhe passed out before he killed that poor kid.
No replacement whatsoever.
Just the addition of cameras.
You’re making a distinction between an “air choke” and a “blood choke”?
And how do you know he has the training to know when to “let up”?
Aren't you the cute one? Imagine how harmless cutting off the brain's blood supply would be to one of your own children - or how about you?
If anyone tried that little trick with my kids, they wouldn't live long enough to be fired.
Why was it necessary?
rarely harmful
actually, restricting flow and the releasing can cause a spike in BP, possibly causing and anyeurism or stroke
Interesting sex life ya got going there!
I agree.
Okay, he’s harmlessly strangling him. No ones ever been hurt with harmless strangulation.
When the antichrist finally takes hold of leadership—cops like this will be his servants.
Uh, he was charged with resisting arrest. The same photos that nailed the sadistic SOB cop also show he was not resisting arrest at the time he was being choked. The resisting arrest charge is after the fact ass covering by the department.
If the arresting officer is going to beat, choke, rape or murder you once you are cuffed, I'd say its a fantastic idea to resist arrest. What's the downside, to fighting him off and surrendering later via your lawyer? Jail time for resisting arrest is preferable to the other options.
Fortunately, this time was caught on camera and he's now former Officer Phillips.
