A sheriff's deputy in Knox County, Tennessee has been fired after he was caught on camera allegedly choking a university student Saturday night.
Frank Phillips, 47, was been found 'unsuitable for continued employment,' according to a termination notice posted Sunday night on the Knox County Sheriff's Office's website.
'In my 34 years of law enforcement experience, excessive force has never been tolerated. After an investigation by the Office of Professional Standards, I believe excessive force was used in this incident,' Sheriff Jimmy 'J.J.' Jones said.
'Therefore, Officer Phillips' employment with the Knox County Sheriff's Office is terminated immediately.'
Jones added that the investigation will now be turned over to the Knox County Attorney General's Office to determine any further action.
John Messner, a freelance photographer in Knoxville, captured Phillips with both hands around the neck of University of Tennessee student Jarod Dotson in Fort Sanders after a party. The 21-year-old can be seen falling to his knees after the man's grip apparently renders him unconscious.
Phillips has been with the Sheriff's Office since 1992. Dotson, of Powell, is an architecture major at the college.
Authorities say Dotson was publicly intoxicated and drinking from a cup 'that had an odor of an alcoholic beverage' at 23rd Street and Laurel Avenue, when he was arrested.
He was charged with public intoxication and resisting arrest. He was released Sunday morning on a $500 bond, the sheriff's office said.

Resisting arrest no longer means anything, as the police charge anyone they assault with it to justify their abuse.
They also apply it to any action that doesn’t involve kissing their posterior donut retention pads.
Agreed. Glad his ass is fired. But he'll just get a job with a smaller town's police force and have a bigger chip on his shoulder.
Not good enough. Had the student done the same thing to a cop he would have been killed. That man needs a criminal record for his efforts.
See my #26. The charge of resisting arrest is highly questionable in most cases. Tell me why I should ever believe its justified when it is so often just a trumped up charge.
When I was younger and living in Amarillo, it was well known that the cops would stop the elevator between floors and work the individual over. Happened to 2 guys I knew. One probably deserved it, but he had his hands cuffed behind his back when he was beaten. And he had no marks on him when they put him in the car, but had two black eyes and other facial injuries when released. But he was released the next day without charges.

And the other costumed enforcers did nothing to stop the choking.
I get the impression “resisting arrest” means whatever the arresting officer wants it to mean, thus making it a meaningless charge.

If you look at the cop’s picture.. you can tell he is as mean as a snake. Choking a HANDCUFFED person! Glad he lost his job but he’s 47. Want to bet he doesn’t lose his pension. If I was this kid’s parents... I would hire a lawyer and fast. Sue him and his department for a ton. Unfortunately, that is the ONLY way these civil right violating departments will start reprimanding/and removing the bad ones.. when it starts costing them $. This stuff infuriates me!

Why aren’t the other 2 deputies in that picture also fired?
He’s not choking him, he’s cutting off blood supply to the brain by blocking the carotid artery; common restraint technique from martial arts and very rarely harmful as long as you control the person as they fall. I’ve done it/had it done to me dozens of times with no ill effects. Still excessive for this situation, but despite the attempted murder and choking him to death comments, he is using a safe, minimally forceful technique for restraint, despite how it looks to the untrained.
