The strategy takes into account the resource conditions of the land and regional trends informed by BLM's recent Rapid Ecoregional Assessments. Regional mitigation plans are intended to provide a more predictable and effective landscape-scale approach to mitigation, while providing both greater certainty for project developers and more benefit to the natural resources affected by energy development. The Regional Mitigation Strategy for the Dry Lake Solar Energy Zone is the first of several pilot plans to be developed by the BLM.
This document, the one in bold, is found (for now) here, at the BLM's website. On page 7 of this document shows the proposed "mitigation zone" (that Judge Jeanine talked about), which, when comparing the location of the Bundy ranch approximately here, one can see they do indeed overlap. (See here ignoring the leftist spin, but noting that it is reported his ranch is located at "Virgin River at Bunkerville", which is indicated on the Google map I linked to earlier. If anyone has a more precise location feel free to share, to compare the government map to it)
The point is, Judge Jeanine is right. No one, even the BLM cared about his unpaid "fees" for literally decades, at least not enough to send a cadre of armed men out to force him off the land. But only when this deal went through, at least through the planning phase (as I believe this documentation I've provided shows), did they start caring enough about the welfare of the tortoise to shove guns into an old man's face.
Everyone should make copies and screen captures of their own, where appropriate. I'm sure this information will become "sadly unavailable" in the future.
