Employees of U.S. intelligence agencies have been barred from discussing without authorization any intelligence-related matter - even if it isnt classified - with journalists, under a new directive issued by Director of National Security James Clapper.
Intelligence agency employees who violate the policy could suffer career-ending losses of their security clearances or out-right termination, and those who disclose classified information could face criminal prosecution, according to the directive signed by Clapper on March 20.
Under the order, only the director or deputy head of an intelligence agency, public affairs officials and those authorized by a public affairs official may have contact with journalists on intelligence-related matters.
The order, which was made public on Monday by Steven Aftergood, who runs the Federation of American Scientists Project on Government Secrecy, is sweeping in its definition of intelligence-related matters.
The directive is limited to contact with the media about intelligence related-information, including intelligence sources, methods, activities and judgments, says the order, which doesnt distinguish between classified and unclassified matters.

What’s wrong Clapper? Sceeered someone may get outed for wrongdoings.
It’s about time. I got tired a long time ago about seeing things attributed to “an official who spoke off the record because of the classified nature of the material”.
That’s not what really motivates this regime.

A form of this is needed, but just ordering people to do it is not going to work.
To start with, the US government is so paranoid that it classifies cargo ships full of documents every day. 99.9999% of which is utterly unimportant nonsense, of no value to anyone, even the classifying authority.
Second, by trying to crack down on anyone who talks to a reporter, all they are going to achieve is reporters pretending to not be reporters. Or talking to someone who talked to the federal.
Reporters also use this sort of policy to blackmail federals into giving them information. Even if they never talked to that reporter before, the reporter will say to them that if they don’t start laying information, they will spread the rumor that they are a leaker, and their career will be over.
And of course, some reporters are spies as well as reporters, so they are particularly crafty at getting information from unwilling sources.
