States have near plenary power to appoint presidential electors as they see fit.

It's called the National Popular Vote Compact.
Compact: A covenant or contract made between two or more persons or parties; a mutual agreement or understanding; ‘a mutual and settled appointment between two or more, to do or to forbear something. OED.
If this passed Constitutional muster, then the states could have their electoral votes be decided by the popular votes of those states that have that are part of the group.
Clearly unconstitutional
