Yes...HW Bush in 1992, and then ratified by the Senate in 2002.

How absolutely insane and crazy can we be?

We have the ability to conduct such surveillance to other potential adversary nations without a treaty...and then turn around and give them the right to do the same thing...something they could otherwise not do, by treaty?

A strategic advantage simply given away whole cloth.

We have long had leadeship in this country who are abetting with and in bed with our adversaries.

But, IMHO, none worse than, or more blatant about it, than the current occupant of the White House.

This goes way back to Eisenhower.

It was revived in the Bush years.

The Pres signed it on March 24, 1992 and the Senate approved it on Aug 6, 1993. The Dems were in control at the time.
