Chicago After Illinois Finally Passed Concealed Carry Law

On July 9, 2013, a bill to recognize Illinois gun owners’ right to carry concealed firearms was passed by both chambers of the state Legislature. Illinois became the last state in the nation to allow public possession of concealed guns.

Gun control advocates warned that high-crime areas, like Chicago, would only see more violence if residents were allowed to carry guns in public. In reality, the opposite may be happening.

On Tuesday, the Chicago Police Department announced that the city experienced its lowest murder rate since 1958 in the first quarter of 2014. There were 6 fewer murders than the same timeframe in 2013 — a 9 percent drop — and 55 fewer murders than 2012, police said.

Further, there were reportedly 90 fewer shootings and 119 fewer shooting victims compared to last year. There have also been 222 fewer shootings and 292 fewer shooting victims compared to the first quarter in 2012. All crime is down 25 percent from 2013 and police say they have confiscated over 1,300 illegal guns in the last three months. Now, it’s entirely too soon to conclude that the concealed carry law is partly responsible for Chicago’s across-the-board drop in the crime. However, it is not unreasonable to conclude the drop in crime may undercut gun control advocates’ argument that more guns equal more crime. It should also be noted that the first concealed carry permits were issued in late February, so the decrease in crime can’t yet be attributed to more people carrying guns.

The more telling statistics will be revealed as 2014 marches on. Still, as always, correlation doesn’t necessarily mean causation.

Chicago Police Superintendent Garry McCarthy called the drop in crime a “trend.” He attributed the drop to the “talent level of individuals” on the police force, “intelligent policing strategies” and other programs. He did not mention the concealed carry law.

You really have to take into account the fact that the first quarter of 2014 was one of the coldest they’ve had in many years.

Holders people don’t particularly like doing drive-by shootings when it’s too cold to drive around with the windows open

I think it has more to do with the record cold temperatures. Not too many permits have been issued, if any.

I think it is too early and too few permits issued to explain this reduction in crime rates. More likely our recent cold weather and maybe other issues.

Having said all that, every time over the last several decades when states went shall-issue ccw, the anti’s and the MSM screamed there would be blood in the streets, the OK Corral, etc. These things never came to pass and crime in those areas did go down. I expect the same in IL.

Has anyone heard anything about harassment of CCW holders by CPD or other police depsrtments? (I’m not saying that it has occurred; just curious.)

So far in 2014, there have been 41 murders in Indianapolis, putting the city on pace for more than 160. Through March, Chicago Police have recorded 62 murders for the year–the lowest first-quarter total since 1958.

You’re drawing a false conclusion, the first 5,000 Illinois CCW permits have been in owners hands just one month.

Try driving south on some bad day from
Chicago to Indianapolis with a heavy snow storm blowing drifts across the interstate. I’ve done it once and it’s horrible.

I live just 30 miles or so east of I65 in central IN.

Actually, I can see one of the worst drifting areas of US31 from my house.

The good guys have been completely brain washed mostly .. already..

In Chicago what is a good and a bad guy is very confused...
Some say, even the good guys are BAD... but the bad guys are WORSE..

Not too many permits have been issued, if any.

just over 14,500 applications in the first quarter of 2014 statewide (including mine) and they're overwhelmingly being approved. the highest raw number of apps are coming from cook county, but cook is only accounting for the smallest number of applications on a per capita basis.

Back in Feb 28, Illinois started mailing out a first batch of 5,000 permits, with 40K in the pipeline, and 400K estimated for the year.

Even if Chicago drags their feet, suburban CCWs have already started carrying on their commute in.
