Here’s What Happened to Crime in Chicago After Illinois Finally Passed Concealed Carry Law

On July 9, 2013, a bill to recognize Illinois gun owners’ right to carry concealed firearms was passed by both chambers of the state Legislature. Illinois became the last state in the nation to allow public possession of concealed guns.

Gun control advocates warned that high-crime areas, like Chicago, would only see more violence if residents were allowed to carry guns in public.

In reality, the opposite may be happening.

On Tuesday, the Chicago Police Department announced that the city experienced its lowest murder rate since 1958 in the first quarter of 2014. There were 6 fewer murders than the same timeframe in 2013 — a 9 percent drop — and 55 fewer murders than 2012, police said.

Further, there were reportedly 90 fewer shootings and 119 fewer shooting victims compared to last year. There have also been 222 fewer shootings and 292 fewer shooting victims compared to the first quarter in 2012.

All crime is down 25 percent from 2013 and police say they have confiscated over 1,300 illegal guns in the last three months.

Now, it’s entirely too soon to conclude that the concealed carry law is partly responsible for Chicago’s across-the-board drop in the crime. However, it is not unreasonable to conclude the drop in crime may undercut gun control advocates’ argument that more guns equal more crime.

“Chicago Police Superintendent Garry McCarthy called the drop in crime a “trend.” He attributed the drop to the “talent level of individuals” on the police force, “intelligent policing strategies” and other programs. He did not mention the concealed carry law.”...................So the talent level of the cops improved?

Really?

Then how come when we get two straight days of 90 degree temps - in July! - we're told it's OBVIOUSLY because of man-made "carbon footprints"?

The reason is not concealed carry. There might be a concealed carry correlation, but that is not responsible for the crime rate decrease.

The reason for the crime rate decrease is the actual murder rate in previous reporting periods. What happened was that many bad criminals were murdered and the crime rate subsequently declined

Gary McCarthy is an ass-clown. When Conceal/Carry was finally mandated for Illinois, he raced to the television cameras and warned people "don't you carry your weapons into Chicago, you're likely to get shot by the police."

I'm not kidding.

I work in Chicago, specifically in the south end of the Loop where the Federal Reserve and the Board of Trade are.

I've been surprised at the LACK OF "No Guns Allowed" signs in the downtown area. I've seen a total of THREE "No Guns Allowed" (the "official" signs)in my daily walks.

What I'm not sure of is do the business owners know that Conceal/Carry is now the law and that if they do not want guns on their premises they're supposed to post the legal sign saying "no guns allowed?"

I don't know. I really don't. I'm interested to know because I've passed my CCW certification and am waiting for my "permit" to show up in the mail.

Wait till summer. Concealed carry will help but it takes a while.

With open carry and a supportive police chief violent crime was down 14% in Detroit last year and murder down 7%.

However the citizens are getting the hang of it and are starting to take a toll. 10 defensive shootings in Detroit all of last year and something like 15 already this year.

Going back decades, every time a state proposed shall-issue concealed carry, the anti’s and their media cohorts proclaimed the ole blood in the streets warnings, yet it never happened.

Why should it be any different for Chicago?

Conceal/Carry may have some minor effect but it's too soon to tell really. We'd have to see the longer term crime rates going forward to see what the real story is.

I will say this: Typically every spring there's a huge SURGE in shootings/murders in Chicago. The murder rate always drops in the winter, I guess the gang bangers hate the cold weather.

This winter was MUCH colder than normal and this spring has also been much colder than normal and THAT is probably the reason why the fourth quarter/2013 and first quarter/2014 murder rates are down so much. December through March have been the four coldest months EVER recorded in Chicago. The average daily temperature was 17-23 degrees BELOW NORMAL. That kept alot of people including the gang-bangers inside most of the winter.

Wait till the temperature gets above 60 degrees in Chicago --- that's when the murderin' is gonna start back up.

Why is it we never see the stats on how many people used a gun to protect themselves from thugs, drug addicts, home invaders, and thieves?

Hmmm...wonder why that is.

Agreed.

Statically, it is far too soon to attribute this to the CCW law, as much as I would like to and believe it will help. The drop itself is really too short to be called a trend and attributed to anything.

Interesting side regards the recent excessive enthusiasm of Obama's sons in Louisville. Kentucky has an enlightened statute regarding concealing a gun in the car. I'd like to make everyone in Louisville well aware that you do NOT have to have a CCDW to conceal a gun in your car. See Below:

527.020 Carrying Concealed Deadly Weapon.
(8) A loaded or unloaded firearm or other deadly weapon shall not be deemed concealed on or about the person if it is located in any enclosed container, compartment, or storage space [regularly] installed as original equipment in a motor vehicle by its manufacturer, including but not limited to a glove compartment, center console, or seat pocket, regardless of whether said enclosed container, storage space, or compartment is locked, unlocked, or does not have a locking mechanism. No person or organization, public or private, shall prohibit a person from keeping a loaded or unloaded firearm or ammunition, or both, or other deadly weapon in a vehicle in accordance with the provisions of this subsection. Any attempt by a person or organization, public or private, to violate the provisions of this subsection may be the subject of an action for appropriate relief or for damages in a Circuit Court or District Court of competent jurisdiction. This subsection shall not apply to any person prohibited from possessing a firearm pursuant to KRS 527.040.

Whenever crime stats go down, the local uniformed hegemons always declare it the result of aggressive, innovative, police work, programs, etc. When they go up, it's always the result of socio-economic trends, or an influx of outsiders.

Well, the first CCW permits were just mailed out about three weeks ago, so I think it may be a stretch to claim the drop in homicides is due to Illinois now being a concealed carry state. I think the current drop in homicides may be due — at least in part — to the f***ing coldest winter on f***ing record!
